If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Program Analyst, you will:
Conduct special studies and reports as instructed by the Director.
Develop analytical papers on programs, assess performance and suggest new policies and policy changes having nationwide impact.
Utilize available computer equipment and data systems to maintain current PHA data, track PHA performance trends and compliance issues, and generate appropriate work products.
Work closely with field staff to apply ADP systems and techniques including PIC/IBS, risk management and other diagnostic tools to identify public housing performance problems.
Assist in developing the Office's Business Operating Plan in terms of both content and structure; establish appropriate reporting mechanisms and procedures in coordination with desk officers and cognizant systems personnel; determine field office performance from automated systems and report to the maximum extent possible; and evaluate performance and provide reports on same for follow-up by FOS Desk Officers.
In conjunction with Desk Officers, recommend appropriate strategies and procedures to address identified performance deficiencies in field offices based on information from databases.
Requirements Conditions of Employment The official duty station for this position will be in Kansas City, Kansas.

Experience:
For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service.

Using spreadsheet and database systems to manage and analyze information from numerous reports and sources; AND Monitoring performance or compliance with established statutory, regulatory, or programmatic requirements; AND Preparing reports and recommendations for management consideration.
