The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Review new applications, grantee performance reports, financial documents, requisitions, amendments, grant documents, etc., for compliance with CPD Program regulations, Uniform Administrative Requirements at 2 CFR 200; applicable instruction memos from Headquarters Offices; and any amendments to these materials that may be issued. Make determinations on feasibility, methods and alternatives to proposals submitted by applicants, borrowers and recipients. Thorough knowledge must be exercised in analyzing the intricate and inter-related financial structures of public organizations, i.e. public works, parks, recreation, code enforcements, rehabilitation, new construction, water and sewer, etc. Assignments may cover, but are not limited to, reviews of Section 108 loan guarantee requests, rehabilitation lump-sum drawdown proposals, entitlement statements, affordable Housing Program descriptions, program income statements, Cash Transaction Reports, homeless assistance program applications, grantee performance reports, technical assistance drawdowns and financial reporting statements, etc. You must meet the following requirements by the closing date of this announcement. Experience:
For the GS-12 position:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Experience for this position includes the following
Experience:
- Applying generally accepted auditing standards for conducting grants management oversight; AND - Utilizing financial systems and technology in conducting financial monitoring of grantee activities and audit resolutions. For the GS-11 position you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal Service. Experience for this position includes the following
Experience:
- Ensuring financial accountability and compliance with rules, regulations, laws and policies; AND - Analyzing financial resources, data and reporting/accounting systems and developing/recommending solutions to problems. ORYou may substitute a Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree, or an LL.M, if related. Degree program must have a major study in one of the following:
finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. OR You may qualify by a combination of successfully completed graduate level education and specialized experience. Only graduate level education in excess of the first 2 years may be combined with experience. Example:
Combining Education and Experience may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
