Portfolio Management Specialist

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Portfolio Management Specialist, you will:
- Skillfully negotiate with Public Housing Authorities (PHAs) in agreements and arrangements for recovery and sustainability in maintaining viability of troubled properties. - Review and evaluate legal documents, in coordination with the Office of General Counsel (OGC) as necessary, to determine and ensure compliance with Departmental and other federal, state, and local regulations, requirements, statutes, and policies. - Work with management and communities to assist in facilitating the development of such things as community learning centers and providing support for such tenant initiatives as crime control, clean-up days, day care availability, etc. - Analyze all financial statements and project operations to assess current financial and physical strengths and weaknesses, and to identify unauthorized expenditures of funds, adequacy of reserves, and insufficient working capital and cash flow. You must meet the following requirements within 30 days of the closing date of this announcement. For the GS-13, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Managing and working with affordable housing programs.; AND Analyzing data of programs and operations and making recommendations to improve efficiency and effectiveness.; AND Oversight and Management of a Program Portfolio.; AND Communicating specific mission goals, needs, or problems with internal and external stakeholders. For the GS-12:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience for this position includes:
Oversight and Management of a Program Portfolio.; AND Working with affordable housing programs.; AND Identifying and analyzing situations and making recommendations to resolve problems or improve processes.; AND Communicating specific mission goals, needs, or problems with internal and external stakeholders. For the GS-11:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal Service. Specialized experience for this position includes:
Management of a Program Portfolio.; AND Identifying and analyzing situations and making recommendations to resolve problems or improve processes.; AND Communicating specific mission goals, needs, or problems with internal and external stakeholders. OR EDUCATION:
Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. OR COMBINATION:
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. A combination of education and experience. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience. Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.For the GS-12, you must have been at the GS-11 level for 52 weeks.For the GS-11, you must have been at the GS-09 level for 52 weeks.Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
