Financial Specialist

As a Financial Specialist at the GS-0501-9/11 level, some of your typical work assignments may include:
Providing advice to District management on the procurement programs; Ensuring compliance with all applicable statutes, regulations, and administrative guidelines; Conducting audits of individual accounts, vendor files, etc., to ensure appropriate internal controls are in place and there has been strict adherence to regulations; Analyzing and prepares charts and graphs depicting the District's financial status and projected expenses; and Monitoring, analyzes, and tracks obligations and expenditures throughout the execution phase of the annual budget. GS-09 TIME IN GRADE REQUIREMENTS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 grade level is required to meet the time-in-grade requirements for the GS-09 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). You may qualify at the GS-0501-09 level, if you fulfill the following
Qualifications:
A. I have at least one year of full-time specialized work experience equivalent to the GS-07 grade level in the Federal service performing duties such as:
1) reviewing financial reports in order to identify problem areas and recommend solutions; 2) analyzing financial obligations and expenditures to ensure compliance with established policies and procedures; 3) participating in the preparation of annual budget, budget amendments, and supplemental appropriations; and 4) utilizing electronic financial systems for receipt and disbursement of funds for a variety of accounts. OR B. I have a Master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include Business Administration, Finance, etc. (MUST SUBMIT TRANSCRIPTS). OR C. I have a combination of education and experience as listed above. (MUST SUBMIT TRANSCRIPTS). GS-11 TIME IN GRADE REQUIREMENTS:

You may qualify at the GS-0501-11 level, if you fulfill one of the following
Qualifications:
A. I have at least one year (12-months) of specialized work experience equivalent to the GS-09 grade level in the Federal service which demonstrates experience in:
1) reviewing financial reports in order to identify problem areas and recommend solutions; 2) analyzing financial obligations and expenditures to ensure compliance with established policies and procedures; 3) participating in the preparation of annual budget, budget amendments, and supplemental appropriations; and 4) utilizing electronic financial systems for receipt and disbursement of funds for a variety of accounts. OR B. I have a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include accounting, finance, and business administration. OR C. I have a combination of education and experience as listed above. (MUST SUBMIT TRANSCRIPTS). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
